The file may already be optimised or may contain mostly text/vector content. Try a stronger level, enable grayscale if colour is unnecessary, or use Maximum Compress if flattening the pages is acceptable.

This is expected in Maximum Compress because every page is rebuilt as an image. Use Smart Compress instead when text selection, search, links, or forms matter.
🚫 The result is still above a portal limit
